Dawn is a transition between the time of light and that of the dark. The Magi faction uses the word Dawn to highlight the position they take in politics and in some outlooks. This does not perfectly reflect what it really means to be a grey force user and member of the Dawn Magi though. Rather than hold a position in-between the light and dark, the Magi hold firmly onto both. They are a culmination of Sith and Jedi teachings, users of the light and dark sides of the force, a meshing of the better qualities of both, but without the restrictions or weaknesses inherent in groups that confine themselves to only one side or another but not both.
Grey Force Users outside the Order of the Dawn Magi typically lead hermit like existences or live in secret under guises that avoid attention. Many of these individuals are confused and despairing. They feel they are on the verge of a great truth but cannot sort it out and are often branded as heretics and traitors when discovered. Unlike these poor souls the Dawn Magi are sworn to loyalty and devotion to the Empire, proven both, and are useful tools for the Emperor.
Since the path of the Sith leads inevitably to some anomalies who will question their teachings and rebel against their instruction, it has been felt by the Emperor that such individuals are of far more worth as continuing assets to the Empire, rather than to have them killed or to risk them falling into the hands of the opportunistic Jedi. The path away from absolute darkness need not lead to absolute light. Better to keep them into the fold. The Dawn Magi Order is a pressure relief valve for the Sith and Empire. It is also seen as easier by some to convert Jedi to the Dawn Magi, and thus to service to the Empire, than to try and persuade them directly into the Sith ranks and to an ideology that is sharply contrasting from what they have been previously taught. Nevertheless, the Magi and most other Grey Users have far more in common with the Sith than they do the Jedi. It is for this reason that they serve the Emperor and it is for this reason that they are tolerated, and may rise to rank and privilege in the Empire. Grey Force users may seek obscurity or desire public renown. They are typically adorned in neutral or gray colors but members of the Dawn Magi can be seen wearing fiery colors that signify Dawn and Dusk.
